IRFAD in cooperation with SKL International works in partnership with two governorates in Iraq – Al Qaddissiyah and Dohuk. The aim of the partnership is to support strengthened governance and management

(UCTMD) program implemented in Iraq by IREX with funding from the US Department of State Bureaus of Democracy Rights and Labor (DRL) from September 2011 to June 2013.

The pre-study of local/regional democratic governance and infrastructure support in Iraq served as part of the input for the Swedish cooperation strategy process for Iraq , The pre-study included interviews with Iraqi government officials, NGOs and media in all 18 provinces of Iraq.
